Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 186 - Maryland Consolidated Capital Bond Loan of 2002 - Western
Maryland Health System Project.
This bill changes the name of the Sacred Heart Hospital project to the Western
Maryland Health System project and alters the authorized uses of the loan proceeds.
Senate Bill 187, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 186.

AN ACT concerning
Maryland Consolidated Capital Bond Loan of 2002 - Western Maryland
Health System Project
FOR the purpose of changing the name of the Sacred Heart Hospital project to the
Western Maryland Health System project; altering the authorized uses of the
loan proceeds; and generally relating to the Maryland Consolidated Capital
Bond Loan of 2002 and the Western Maryland Hospital Health System project.
BY repealing and reenacting, with amendments,
Chapter 290 of the Acts of the General Assembly of 2002

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

ZC01 Maryland Hospital Association
(E) [Sacred Heart Hospital] WESTERN MARYLAND HEALTH SYSTEM. Provide a
grant equal to the lesser of (i) $545,000 or (ii) the amount of the matching fund
provided, to the Board of Directors of [Sacred Heart Hospitals of the Sisters of
Charity,] WESTERN MARYLAND HEALTH SYSTEM, Inc. for the ACQUISITION,
planning, design, [renovation, repair,] construction, and capital equipping of
the emergency department, to be located [at 900 Seton Drive] ON
WILLOWBROOK ROAD in Cumberland (Allegany County)..........................545,000
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2005.
