(c) The amount credited to the special fund created under subsection (a) of
this section shall be allocated by the Maryland Racing Commission as follows:
(1) the money allocated for purses for the running of the Pimlico Special
shall be proportional to the amount in the special fund resulting from the takeout
from mile thoroughbred racetrack handles in Maryland; and
(2) the money allocated for purses at Rosecroft Raceway shall be
proportional to the amount in the special fund resulting from the takeout from
Rosecroft Raceway handles in Maryland.
SECTION 3. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the funds provided under § 11-404.1 of the Business
Regulation Article are intended to supplement, rather than supplant, current State
general fund support for the Rural Maryland Council and Maryland Agricultural
Education and Rural Development Assistance Fund.
SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health

The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis, MD 21401
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 728 — Maryland Pharmacy Discount Program - State Discount -
Eligibility.
This bill alters the eligibility requirements of the Maryland Pharmacy Discount
Program to cover individuals who are not Medicare beneficiaries, who lack other
public or private prescription drug coverage, and who have an annual household
income below 200% of the federal poverty guidelines. Further, Senate Bill 728
authorizes specified enrollees in the Program to receive a discount subsidized by the
Department of Health and Mental Hygiene for specified prescription drugs.
House Bill 1143, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 728.
Very truly yours,
Robert L. Ehrlich, Jr.
Governor
