S.B. 717                                                  VETOES amendment applied for under Section 6 of this Act is denied. Section 1 of this Act,
without the necessity of any further action by the General Assembly, shall be null and
void and of no further force and effect. SECTION 3. 10. 14. AND BE IT FURTHER ENACTED, That, subject to
Section 9 13 of this Act, this Act shall take effect July 1, 2005. Section 1 Section 3 of
this Act shall remain effective for a period of 3 5 years and, at the end of June 30, 2008
2010, with no further action required by the General Assembly, Section 1 3 of this Act
shall be abrogated and of no further force and effect. Section 5 of this Act shall remain
effective for a period of 1 year and, at the end of June 30, 2006, with no further action
required by the General Assembly, Section 5 of this Act shall be abrogated and of no
further force and effect.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 717 - Property Tax - Homeowners Property Tax Credit -
Computation and Local Supplement.
This bill changes the definition of "total real property tax" so as to alter the
application of a specified limitation on the assessed value of dwellings and specifies
additional eligibility criteria that the Mayor and City Council of Baltimore City or the
governing body of a county may provide by law for purposes of a local supplement to
a specified homeowners property tax credit. House Bill 1015, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 717. Very truly yours,
