SECTION 2. 3.4. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows: Article - Health - General SUBTITLE 22. COMMUNITY HEALTH RESOURCES COMMISSION FUND.
19-2201. (A)     IN THIS SECTION, "FUND" MEANS THE COMMUNITY HEALTH RESOURCES
COMMISSION FUND. (B)     THERE IS A COMMUNITY HEALTH RESOURCES COMMISSION FUND. (C)     (1) THE FUND IS A SPECIAL, NONLAPSING FUND THAT IS NOT SUBJECT
TO § 7-302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE. (2) THE STATE TREASURER SHALL HOLD THE FUND SEPARATELY, AND
THE COMPTROLLER SHALL ACCOUNT FOR THE FUND. (D)     THE FUND CONSISTS OF: (1)      MONEY APPROPRIATED IN THE STATE BUDGET TO THE FUND; AND
MONEY COLLECTED FROM A NONPROFIT HEALTH SERVICE PLAN IN ACCORDANCE
WITH § 14-106.1 OF THE INSURANCE ARTICLE; (2)      INTEREST EARNED ON INVESTMENTS; (3)      MONEY DONATED TO THE FUND; (4)      MONEY AWARDED TO THE FUND THROUGH GRANTS; AND (2) (5) ANY OTHER MONEY FROM ANY OTHER SOURCE ACCEPTED FOR
THE BENEFIT OF THE FUND. (E)     (1) THE FUND MAY BE USED ONLY TO: (1) (I) COVER THE ADMINISTRATIVE COSTS OF THE COMMISSION AS
OF JULY 1, 2005 THROUGH JUNE 30, 2008; (2) (II) COVER THE ACTUAL DOCUMENTED DIRECT COSTS OF
FULFILLING THE STATUTORY AND REGULATORY DUTIES OF THE COMMISSION IN
ACCORDANCE WITH THE PROVISIONS OF THIS SUBTITLE AS OF JULY 1, 2005
THROUGH JUNE
30, 2008; AND (3) (III) PROVIDE OPERATING GRANTS TOTALING $5,000,000 ANNUALLY
BEGINNING IN FISCAL YEAR 2006, LESS THE COSTS INCURRED BY THE COMMISSION

UNDER PARAGRAPHS (1) AND (2) OF THIS SUBSECTION, TO QUALIFYING COMMUNITY
HEALTH RESOURCES; AND (IV) PROVIDE FUNDING FOR THE DEVELOPMENT, SUPPORT, AND
MONITORING OF A UNIFIED DATA INFORMATION SYSTEM AMONG PRIMARY AND
SPECIALTY CARE PROVIDERS. HOSPITALS, AND OTHER PROVIDERS OF SERVICES TO
COMMUNITY HEALTH RESOURCE MEMBERS. - 3810 -
