J. Bribery; K. Extortion; L. Dealing in a controlled dangerous substance, including a
violation of § 5-617 or § 5-619 of the Criminal Law Article; M. A fraudulent insurance act, as defined in Title 27, Subtitle
4 of the Insurance Article; N. An offense relating to destructive devices under § 4-503 of
the Criminal Law Article; O. Sexual solicitation of a minor under § 3-324 of the
Criminal Law Article; [or] P. AN OFFENSE RELATING TO OBSTRUCTING JUSTICE
UNDER § 9-302, § 9-303, OR § 9-305 OF THE CRIMINAL LAW ARTICLE; OR Q. A conspiracy or solicitation to commit an offense listed in
items A through [O] P of this item; or 2. If: A.      A person has created a barricade situation; and B.      Probable cause exists for the investigative or law
enforcement officer to believe a hostage or hostages may be involved. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2005.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 644 - Maryland Housing Rehabilitation Program - Regular
Rehabilitation Program - Residential Building Reconstruction.
This bill authorizes loans under the Regular Rehabilitation Program of the Maryland
Housing Rehabilitation Program to be used for the reconstruction of residential
buildings provides four or fewer dwellings. The effective date of the bill is June 1,
2005 and the program terminates November 30, 2005. House Bill 583, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 644. - 3746 -
