(5)     The County Commissioners may authorize additional deputies as
necessary and shall set their compensation at the time of their appointment. (6)     The County Commissioners may authorize the Sheriff to appoint as
part-time deputies individuals employed in specific plants, schools, hospitals,
institutions, business enterprises, and land development tracts situated within Kent
County who are limited to service only within the particular facility where they are
employed, and who may not be compensated by Kent County for their services. SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III, §
35 of the Maryland Constitution, this Act may not be construed to extend or apply to
the salary or compensation of the Sheriff of Kent County in office on the effective date
of this Act, but the provisions of this Act concerning the salary or compensation of the
Sheriff of Kent County shall take effect at the beginning of the next following term of
office. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

vetoed Senate Bill 517 — Cecil County - Public Facilities Bonds. This bill authorizes and empowers the County Commissioners of Cecil County to
borrow not more than $28,100,000 in order to finance the cost of the construction and
improvement of specified public facilities in Cecil County and to effect that borrowing
by the issuance and sale, at public or private sale, of its general obligation bonds. House Bill 623, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 517. Very truly yours,
