Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 450 - Cecil County - Dog and Kennel Licenses. This bill excludes Cecil County from specified provisions of law relating to dog and
kennel licenses and requires that the fees, terms, and forms for dog and kennel
licenses in Cecil County be determined by the County Commissioners of Cecil County. House Bill 852, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 450. Very truly yours,

Governor Senate Bill No. 450 AN ACT concerning Cecil County - Dog and Kennel Licenses FOR the purpose of excluding Cecil County from certain provisions of law relating to
dog and kennel licenses; requiring that the fees, terms, and forms for dog and
kennel licenses in Cecil County be determined by the County Commissioners of
Cecil County; and generally relating to requirements for dog and kennel licenses
in Cecil County. BY repealing and reenacting, with amendments, Article 24 - Political Subdivisions - Miscellaneous Provisions Section 11-501 Annotated Code of Maryland (2001 Replacement Volume and 2004 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 24 - Political Subdivisions - Miscellaneous Provisions 11-501. (a) Except in Carroll County, CECIL COUNTY, Montgomery County, Howard
County, and Washington County, on or before the first day of July of each year, the
owner of any dog, six months old or over, shall apply either orally or in writing, to the
county treasurer or to the tax collecting officer in said county for a license for each
such dog owned or kept by him, and such application shall be accompanied by a fee of
one dollar ($1.00) for each male dog or each spayed female dog, and a fee of two
dollars ($2.00) for each unspayed female dog, and provided that kennel license shall
be issued for ten dollars ($10.00) to persons owning or keeping not in excess of
twenty-five dogs and that a kennel license fee of twenty dollars ($20.00) shall be
issued to persons keeping more than twenty-five dogs. The said license or fee shall be - 3621 -
