ROBERT L. EHRLICH, JR., Governor                            S.B. 316 (2) The fee described under paragraph (1) of this subsection: (i) May be distributed in part to a political subdivision acting as an
agent of the Administration in the registration of a vehicle under § 13-404 of this
article if, based upon information provided to the Administration by the political
subdivision under this section, the vehicle's prior registration was suspended or the
vehicle's registration renewal was denied; and (ii) Except as provided under item (i) of this paragraph, shall be
retained by the Administration and may not be credited to the Gasoline and Motor
Vehicle Revenue Account for distribution under § 8-403 or § 8-404 of this article. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 316 - Health Insurance - Pharmacies - Electronic Reimbursement. This bill requires insurers, nonprofit health service plans, and health maintenance
organizations to reimburse a pharmacy electronically and provide appropriate
payment data electronically under specified circumstances. Senate Bill 316 also
prohibits the imposition of a specified processing fee. House Bill 417, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 316. Very truly yours,
