(2) A county, municipal corporation, or the Maryland-National Capital
Park and Planning Commission may not make a reciprocal agreement unless the
agreement provides that each party shall:
(i) waive any and all claims that are against the other parties to
the agreement and that may arise out of their activities outside their respective
jurisdictions under the agreement; and
(ii) indemnify and hold harmless the other parties to the agreement
from all claims by third parties that are for property damage or personal injury and
that may arise out of the activities of the other parties to the agreement outside their
respective jurisdictions under the agreement.
(f) The governing body of a county or municipal corporation in the State may
obtain or extend the necessary public liability insurance to cover claims that arise out
of mutual aid agreements made with another county or municipal corporation outside
the State.
(g) The police officers and other officers, agents, and employees coming into
the State under a reciprocal agreement under this section, may enforce the laws of the
State to the same extent as authorized law enforcement officers of a county or
municipal corporation in the State.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

(House Bill 308)
AN ACT concerning
State Personnel - Student Loan Repayment Pilot Program
FOR the purpose of authorizing the head of certain participating units of State
government to establish, for a certain purpose, a Student Loan Repayment Pilot
Program under which the participating unit agrees to repay certain student
loans previously taken out by certain employees of the participating unit;
establishing certain requirements for and limitations on payments made under
the Program; establishing certain eligibility requirements for benefits under the
Program; requiring the repayment of benefits provided under the Program
under certain circumstances; authorizing the State to recover certain amounts
in a certain manner; authorizing the head of a participating unit to waive a right
of recovery under certain circumstances; requiring that benefits provided under
the Program be in addition to salary and other compensation payable to an
employee; requiring the Secretary of Budget and Management to adopt certain
regulations in a certain manner; establishing certain reporting requirements;
defining certain terms; providing for the termination of this Act; and generally
