ROBERT L. EHRLICH, JR., Governor                             Ch. 510 (12)   In accordance with § 13-205 of this subtitle, adopt rules, regulations,
and standards which: (i) Are necessary to assure the orderly operation of the Division;
and (ii) Further define unfair or deceptive trade practices for purposes
of this title; [and] (13)   Enter into reciprocal agreements with consumer protection agencies
of other states, in which each state mutually agrees to receive and investigate
complaints from the foreign state's consumer protection agency on behalf of their
consumers against businesses in the receiving and investigating state; AND (14)    (I) MAINTAIN A LIST OF NONPROFIT ORGANIZATIONS THAT: 1.       SOLELY OFFER COUNSELING OR ADVICE TO
HOMEOWNERS IN FORECLOSURE OR LOAN DEFAULT; AND 2.       ARE NOT DIRECTLY OR INDIRECTLY RELATED TO AND DO
NOT CONTRACT FOR SERVICES WITH FOR-PROFIT LENDERS OR FORECLOSURE
PURCHASERS, AS DEFINED IN § 7-301 OF THE REAL PROPERTY ARTICLE; AND (II) PROVIDE THE NAME AND TELEPHONE NUMBER OF AN
ORGANIZATION ON THE LIST TO A HOMEOWNER WHO CONTACTS THE DIVISION
AFTER RECEIVING A NOTICE UNDER § 7-105(A-l) OF THE REAL PROPERTY ARTICLE. SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted. Approved May 26, 2005.

certain bonds issued by the Mayor and City Council of Baltimore City under
