prepare and submit a report about the cost of the project at each
stage of design. If the cost estimates exceed the amount budgeted
by more than five percent, DGS and the College shall submit a
letter to the budget committees that explains the cost variance
from the estimated budget. Further provided that the budget
committees shall have 45 days to review and comment on the
