Further, the department shall continue data
collection on the utilization of
community-based non-residential
programs and per diem residential
placements so that data from the first two
quarters of fiscal 2006 is available for
fiscal 2007 budget deliberations.
Further provided that $100,000 of this
appropriation may not be expended until
the Department of Juvenile Services, in
collaboration with other appropriate State
agencies, submits a report to the budget
committees concerning the efficacy of
current State programs aimed at
preventing juvenile delinquency. The
report shall include:
(1) a listing of all current programs that
have as their primary focus or as a
major goal juvenile delinquency
prevention;
(2) the number of youth served by those
programs:
(3) program and service capacity;
(4) program location;
(5) any available program evaluations that
demonstrate effectiveness in
preventing juvenile delinquency; and
(6) any recommendation to improve the
effectiveness of these programs in
targeting juvenile delinquency
prevention.
The report shall be submitted by November
1, 2005 and the committees shall have 45
days from the receipt of the report to
review and comment.
Further, the Department of Juvenile Services
should pursue grant and foundation
funding in order to hire an outside
consultant to assist it and the other State
agencies in the preparation of this
