Further provided that $100,000 of this
appropriation may not be expended until
the AIDS Administration and the
Department of Public Safety and
Correctional Services report to the budget
committees on the efficacy of current
prevention programs aimed at stopping
the transmission of HIV/AIDS in
correctional facilities. The report shall
also review practices in other states to
determine if different and more effective
prevention programming should be
adopted in State correctional facilities.
The report shall be provided to the budget
committees by December 1. 2005 and the
committees shall have 45 days from the
date of the report's receipt to review and
