(ii) (iv) public 4-year institutions of higher education;
(iii) (v) the Maryland Independent College and University
Association;
(iv) (vi) community colleges; and
(v) (vii) the Governor's Workforce Investment Board.
(3) The Commission shall report its findings and recommendations to
the Governor and, in accordance with § 2-1246 of the State Government Article, to
the General Assembly by November 15, 2005.
SECTION 3. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the appropriations to the Sharon Christa McAuliffe Memorial
Teacher Education Tuition Assistance Program, Maryland State Nursing Scholarship
Program, and Distinguished Scholar Program for Community College Transfer
Students required under Section 1 of this Act shall be funded through a reduction in
the appropriation to the HOPE Scholarship Programs of not less than $2,000,000 in
fiscal year 2007.
SECTION 4. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2005.

AN ACT concerning
Vehicle Laws - Farm Equipment—Definition Vehicles Temporarily Used in
Farming - Registration
FOR the purpose of altering the definition of "farm equipment" to include certain
vehicles designed or adapted for hauling perishable commodities between
certain locations for sorting or processing; making a stylistic change authorizing
the Motor Vehicle Administration to issue a temporary Class K (farm area)
vehicle registration to a certain vehicle owned by a resident of another state that
is used for a certain purpose; establishing that a temporary Class K registration
may only be in effect for a certain period of time; establishing requirements for
the issuance of a temporary Class K vehicle registration; requiring the
Department of State Police to establish a certain weight limitation; requiring
the Administration to establish a certain vehicle to meet mandatory minimum
insurance requirements for a certain vehicle; prohibiting a person from
operating a certain vehicle without a certain license; authorizing the
Administration to establish a registration fee for temporary Class K vehicle
