(vii) (v) medical loss ratios, baaed on according to group size;
(viii) (vi) availability of association health plans in the small group
market; and
(ix) (vii) any other issue or factor the Task Force considers
important; and
(2) shall, on or before January 1, 2006, report its findings and
recommendations, in accordance with § 2-1246 of the State Government Article, to
the presiding officers of the General Assembly, the Senate Finance Committee, and
the House Health and Government Operations Committee on or before January 1,
2006.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October July 1, 2005. It shall remain effective for a period of 1 year and 7
months and, at the end of January 31, 2006, with no further action required by the
General Assembly, this Act shall be abrogated and of no further force and effect.

AN ACT concerning
Horse Racing - Purses—Pimlico Special and Rosecroft Raceway Purses and
the Racine Special Fund - Allocation
FOR the purpose of creating a special fund consisting of certain revenues; requiring
that money from the special fund be used for certain purposes;, requiring that
certain funds be allocated in a certain manner by the Maryland Racing
Commission; requiring that after certain deductions from the Racing Special
Fund are made, certain funds are to be allocated in a certain manner by the
Comptroller; altering the allocation of the Racing Special Fund after all
deductions from the fund are made; expressing the intent of the General
Assembly regarding the use of certain funds; making this Act an emergency
measure; and generally relating to special funds and horse racing in Maryland.
