2. Ward 24, precinct 5 of the 47th alcoholic beverages
district, which at all times shall be coterminous with the 46th legislative district in
the Legislative Districting Plan of 2002 as ordered by the Maryland Court of Appeals
on June 21, 2002.
(ii) [The] EXCEPT AS PROVIDED IN PARAGRAPH (1)(III)D3 (1)(III)3
AND 4 OF THIS SUBSECTION, THE Board may not transfer or issue a license in the
46th Alcoholic Beverages District, which at all times shall be coterminous with the
46th Legislative District in the Legislative Districting Plan of 2002 as ordered by the
Maryland Court of Appeals on June 21, 2002, if the transfer or issuance would result
in:
1. The licensed premises being located within 300 feet of the
nearest point of a church or a school; or
2. The licensed premises being located closer to the nearest
point of a church or a school than the licensed premises was on June 1, 2004.
(iii) Additional Baltimore City license privileges for Class B beer,
wine and liquor licenses issued in the 47th alcoholic beverages district in Baltimore
City are as provided in § 6-201(d) of this article.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2005.

(Senate Bill 172)
AN ACT concerning
Family Law - Interception of State Payments for Child Support Arrears
FOR the purpose of authorizing the Child Support Enforcement Administration to
send a certain certification to the State Comptroller concerning certain child
support obligors; requiring the Administration to send a certain notice to certain
obligors; requiring the State Comptroller to withhold the amount of certain child
support arrearages from certain payments due to certain obligors and to
forward the amount withheld to the Administration; providing for the right of an
obligor to challenge the Administration's certification by requesting an
investigation; providing for the right to appeal to the Office of Administrative
Hearings after an interception; authorizing the Administration and the State
Comptroller to adopt certain regulations; and generally relating to the State
Comptroller's interception of State payments for child support arrears.
