5. A SMALL PROCUREMENT PROCESS, IF THE PROCUREMENT
IS ESTIMATED BY THE SERVICE TO RESULT IN AN EXPENDITURE OF $25,000 OR LESS;
OR
6. AN EMERGENCY PROCUREMENT PROCESS, IF THE
PROCUREMENT IS NECESSARY TO AVOID OR TO MITIGATE SERIOUS DAMAGE TO
PUBLIC HEALTH, SAFETY, OR WELFARE.
(4) THE SERVICE MAY ADOPT RULES AND REGULATIONS TO PROVIDE A
PROCESS TO RESOLVE DISPUTES BETWEEN THE SERVICE AND ITS CONTRACTORS,
THAT MAY INCLUDE ALTERNATIVE DISPUTE RESOLUTION BY THE PARTIES TO THE
DISPUTE.
SECTION 2. AND BE IT FURTHER ENACTED, That a presently existing
obligation or contract right may not be impaired in any way by this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2005.

AN ACT concerning
Somerset County - Tax Sales - Auctioneers - Fees
FOR the purpose of altering the fees auctioneers are allowed at tax sales in Somerset
County; making this Act an emergency measure; and generally relating to tax
sales in Somerset County.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Tax - Property
14-813.
(e) (1) The following expenses relating to the sale shall be allowed, all of
which are liens on the property to be sold:
(i) the expense of publication of all notices;
