5. eastern shore;
(iv) two members shall be appointed from the scientific community,
with one member appointed from each of the following areas of scientific
specialization:
1. vibration technology; and
2. pyrotechnics; and
(v) two members shall be ex officio members, whom the Governor
may choose from administrative units of the State.
(b) (1) The term of a member is 5 years.
(2) The terms of members are staggered as required by the terms
provided for members of the Council on October 1, 2003.
(3) At the end of a term, a member continues to serve until a successor is
appointed and qualifies.
(4) A member who is appointed after a term has begun serves only for
the rest of the term and until a successor is appointed and qualifies.
(5) If a vacancy occurs, the Council shall recommend a replacement to
the Governor.]
[11-204.
The Governor shall appoint a chairman and a vice chairman from among the
Council members.]
[11-205.
(a) The Council shall meet 6 times a year, or as needed, at the times and
places determined by the chairman.
(b) A member of the Council:
(1) may not receive compensation as a member of the Council; but
(2) is entitled to reimbursement for expenses under the Standard State
Travel Regulations, as provided in the State budget.
(c) The chairman may divide the members into subgroups or committees as
needed.]

The Council shall:
(1) advise, assist, and recommend to the Department regulations for the
storage, use, manufacture, and transportation of designated explosives materials;
(2) continually review new developments in the explosives industry
