[5-5A-06.
As a condition of use of the waters of the State, the operator, or a shipping agent
acting on behalf of the operator, of each vessel that is subject to this subtitle shall
complete and return a ballast water control report form in accordance with
instructions provided with the form.]
[5-5A-07.
A vessel operator, either directly or through a shipping agent, who fails to
complete and return a ballast water control report form as required by § 5-5A-06 of
this subtitle is guilty of a misdemeanor and on conviction is subject to a fine not
exceeding $500.]
[5-5A-08.
A person who, knowingly and with an intent to deceive, fails to complete and
return, or falsifies, a ballast water control report form under § 5-5A-06 of this
subtitle is guilty of a misdemeanor and on conviction is subject to imprisonment not
exceeding 1 year or a fine not exceeding $5,000 or both.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2005.

AN ACT concerning
Family Law - Local Domestic Violence Fatality Review Teams
FOR the purpose of exempting a certain person acting within the scope of the
jurisdiction of a certain local domestic violence fatality review team from civil
liability under certain circumstances; authorizing the establishment of local
domestic violence fatality review teams; authorizing certain persons to organize
a local team; establishing the membership of a local team; requiring a local team
to elect a chair; establishing the purposes and duties of a local team; authorizing
a local team to investigate certain cases of domestic violence under certain
circumstances; requiring certain persons to provide a local team review certain
criminal cases at a certain time; establishing that a local team shall be provided
with certain information and records under certain circumstances; establishing
that certain meetings of a local team are closed to the public under certain
circumstances; establishing that certain meetings of a local team are open to the
public under certain circumstances; prohibiting the disclosure of certain
information during a public meeting; making certain information confidential
under certain circumstances; prohibiting the questioning in any civil or criminal
proceeding of certain persons regarding certain information; authorizing a
