(P) (1) THIS SUBSECTION DOES NOT APPLY TO A TRANSFER OF LICENSEES
FOR THE SAME PREMISES OR A RENEWAL OF A BLX LICENSE.
(2) A BLX LICENSE MAY NOT BE TRANSFERRED FROM THE LOCATION
SITE OF ITS FIRST ISSUANCE.
(Q) THE BOARD SHALL ADOPT REGULATIONS TO CARRY OUT THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That the Anne Arundel County
Economic Development Commission Corporation. in consultation with
representatives of the retail alcoholic beverage industry and the Board of License
Commissioners of Anne Arundel County, shall create a plan that divides conduct a
study on dividing the County into alcoholic beverages districts, with each district
assigned a population quota for every class of alcoholic beverages license. The study
shall take into account the needs of county residents and visitors to the county. The
plan shall study may be used to determine the number of licenses that may be issued
in each district. The Anne Arundel County Economic Development Commission
Corporation shall provide a final report on the plan study required under this section
along with recommendations for legislation to the County Executive of Anne Arundel
County and, in accordance with § 2-1246 of the State Government Article, to the Anne
Arundel County Delegation on or before December 31, 2006.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

(House Bill 1577)
AN ACT concerning
Baltimore County - Alcoholic Beverages - Class 4 Manufacturer's (Limited
Winery) Licenses
FOR the purpose of exempting a winery in Baltimore County that applies for a Class
4 manufacturer's (limited winery) license from any license quota established by
the Baltimore County Board of Liquor License Commissioners for the election
district in which the winery is located; repealing an exemption in Baltimore
County for a Class A/Class 3 manufacturer's (winery) license from any license
quota established by the Baltimore County Board of Liquor License
Commissioners for the election district in which the winery is located: making
this Act an emergency measure: and generally relating to alcoholic beverages
licenses in Baltimore County.
