expenses. All payments for salaries and expenses shall be made by the respective
counties in equal monthly installments unless otherwise specified. The salaries and
expenses are as follows: (i) (1) In Charles County, the State's Attorney's salary shall be [90% of the
salary of a judge of the District Court of Maryland] EQUAL TO THE SALARY OF A
JUDGE OF A CIRCUIT COURT IN THE STATE. In addition to the compensation provided
for in this section, the State's Attorney shall be entitled to reimbursement for
reasonable expenses during his performance of duties, subject to the approval of the
County Commissioners. Except in connection with and in performance of duties as
State's Attorney, while in office the State's Attorney shall serve full time and may not
appear as counsel or represent any party professionally before any court, board,
commission, or agency of this State or of any of its political subdivisions, or otherwise
engage in the private practice of law. SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III, §
35 of the Maryland Constitution, this Act may not be construed to extend or apply to
the salary or compensation of the State's Attorney for Charles County in office on the
effective date of this Act, but the provisions of this Act concerning the salary or
compensation of the State's Attorney for Charles County shall take effect at the
beginning of the next following term of office. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006. Approved April 25, 2006.

(House Bill 634) AN ACT concerning Cecil County - Alcoholic Beverages - Wine Festival License FOR the purpose of creating in Cecil County a wine festival alcoholic beverages
license; providing for the terms and conditions of the license; requiring an
applicant for a wine festival license to be a holder of a certain alcoholic
beverages license; requiring the Cecil County Liquor Board to assure that the
primary focus of the festival is the promotion of Maryland wine; requiring the
holder of a wine festival license to display and sell certain wine; providing for a
license fee; allowing the wine festival license holder from holding another
alcoholic beverages license of a different class or nature; authorizing the Board
to choose a festival date; requiring the Board to choose a certain festival
location; requiring the Board to adopt certain regulations; defining a certain
term; and generally relating to alcoholic beverages in Cecil County. BY adding to Article 2B - Alcoholic Beverages - 893 -
