addition to families of limited income; clarifying certain standards that the
Department of Housing and Community Development is required to establish by
regulation; altering certain standards for a nonprofit sponsor to qualify for a

Community Development Administration responsible for certain administrative
responsibilities for certain funds or programs; defining the term "elderly
households" as it relates to certain programs of the Department; providing for
an effective date; and generally relating to certain housing programs of the
Department of Housing and Community Development.
