Ch. 71                                      2006 LAWS OF MARYLAND Department, to eliminate overlapping and duplicate administrative authority within
the Department as a result of establishing the Office of Inspector General; and (2) in accordance with § 2-1246 of the State Government Article, report

(Senate Bill 118) AN ACT concerning Department of Aging - Senior Citizen Activities Center Operating Fund FOR the purpose of altering the definition of "qualified distressed county"; altering
the definition of "senior citizen activities center"; and generally relating to the
Senior Citizen Activities Center Operating Fund. BY repealing and reenacting, with amendments,
Article 70B — Department of Aging
Section 33(b) and (c)
Annotated Code of Maryland
(2003 Replacement Volume and 2005 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 70B - Department of Aging 33. (b) "Qualified distressed county" means a county that has developed and
submitted [to the Secretary of the Department of Business and Economic
Development] a local strategic plan for economic development that has been
approved by the Secretary OF BUSINESS AND ECONOMIC DEVELOPMENT and: (1)     For which the average rate of unemployment for the most recent
18-month period for which data is available is greater than 150% of the average rate
of unemployment for the entire State during that same period; or (2)     For which the average per capita personal income for the most recent
24—month period for which data is available is equal to or less than 67% of the
average personal per capita income for the entire State during that same period.
