vetoed House Bill 1501 - Higher Education - Morgan State University and St. Mary's
College of Maryland - Authority.
This bill authorizes the Maryland Higher Education Commission to review and
comment on the operating and capital budgets of the Board of Regents of Morgan
State University only within the broad context of the State Plan for Higher
Education; prohibits the Commission from recommending against a specified budget
item except under specified circumstances; and exempts specified capital
improvements made by Morgan State University and St. Mary's College of Maryland
from the Capital Improvement Program. Senate Bill 444, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1501. Very truly yours,

Governor House Bill No. 1501 AN ACT concerning Higher Education - Morgan State University and St. Mary's College of Maryland - Authority FOR the purpose of authorizing the Maryland Higher Education Commission to
review and comment on the operating and capital budgets of the Board of
Regents of Morgan State University only within a certain context; prohibiting
the Commission from recommending against a certain budget item except under
certain circumstances; designating Morgan State University as a certain entity;
authorizing the University to adopt a certain seal, maintain a certain office,
enter into certain contracts, and, in accordance with a certain requirement
under certain circumstances, acquire, hold, lease, use, encumber, transfer,
exchange, or dispose of certain property; authorizing the Board of Regents to
establish, invest in, finance, and operate certain businesses or certain business
entities under certain circumstances; clarifying the status of certain business
entities and certain financial obligations; requiring the Board of Regents to
submit a certain report; exempting certain public improvements made by
Morgan State University and St. Mary's College of Maryland from the Capital
Improvement Program; repealing a certain provision regarding the
responsibility of the Department of General Services to advise Morgan State
University and St. Mary's College of Maryland on certain engineering questions
or certain public improvements; requiring the Department of General Services
to advise the Board of Public Works on certain contracts for Morgan State
University and St. Mary's College of Maryland that exceed a certain dollar
amount under certain circumstances; requiring certain procurements for St.
Mary's College of Maryland to comply with certain policies and procedures;
requiring certain procurements of St. Mary's College of Maryland to be subject
to review and approval by the Board of Public Works; providing that a public - 3895 -
