Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1489 - Correctional Officers' Retirement System - Membership -
Local Detention Center Officers.
This bill authorizes local detention center officers of counties and municipal
corporations in the State to participate in the Correctional Officers' Retirement
System on or after July 1, 2006; providing for the procedures counties and municipal
corporations are required to follow to withdraw from the Correctional Officers'
Retirement System; requires the transfer of funds to the accumulation fund of the
Correctional Officers' Retirement System; and defines specified terms. Senate Bill 475, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1489. Very truly yours,

after a certain date under certain conditions; providing for the procedures that
certain counties are required to follow to withdraw from the Correctional
Officers' Retirement System; requiring the transfer of certain funds to the
accumulation fund of the Correctional Officers' Retirement System; defining
certain terms; and generally relating to the election for local detention center
officers of certain counties to participate in the Correctional. Officers' Retirement
System. BY adding to Article - State Personnel and Pensions Section 21-306.2, 25-206; and 31-2B-01 through 31-2B-05, inclusive, to be under the new subtitle "Subtitle 2B. Participation in the Correctional Officers' Retirement System"
