Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1463 - State Buildings Energy Efficiency and Conservation Act. This bill requires the Department of General Services, in cooperation with the
Maryland Energy Administration, to set specified energy performance standards to
require reductions of energy consumption in State buildings by specified dates;
requires State agencies to conduct energy consumption analyses; requires State
agencies to update energy conservation plans; and provides an exception for specified
buildings under the jurisdiction of the Department of Transportation. Senate Bill 267, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1463. Very truly yours,

Governor House Bill No. 1463 AN ACT concerning State Buildings Energy Efficiency and Conservation Act FOR the purpose of altering certain dates and certain percentages in the provisions of
law that require the Department of General Services, in cooperation with the
Maryland Energy Administration, to set certain energy performance standards
that require certain reductions of energy consumption in State buildings;
providing a certain exception for certain buildings under the jurisdiction of the
Department of Transportation; altering the date by which State agencies are
required to conduct energy consumption analyses of each building under their
jurisdiction; altering the date by which State agencies are required to update
certain energy conservation plans by a certain date; and generally relating to
improving energy efficiency and conservation in State buildings. BY repealing and reenacting, with amendments,
