the Maryland Higher Education Commission, and the University System of Maryland
shall also assign staff to assist the Commission.
SECTION 4. AND BE IT FURTHER ENACTED, That Section 3 of this Act shall
take effect July 1, 2006, and shall remain effective for a period of 1 year and 10
months and, at the end of May 1, 2008, with no further action required by the General
Assembly, Section 3 of this Act shall be abrogated and of no further force and effect.
SECTION 3. 5. AND BE IT FURTHER ENACTED, That, subject to Section 2 4
of this Act, this Act shall take effect July June 1, 2006.

(House Bill 1215)
AN ACT concerning
Baltimore City Public School System Debt Authorization
FOR the purpose of prohibiting the State Board of Education and the State
Superintendent of Schools from imposing a certain restructuring of a governance
arrangement of certain schools in Baltimore City or removing a public school
from the direct control of the Baltimore City Board of School Commissioners;
increasing the maximum aggregate principal amount of bonds issued by the
Baltimore City Board of School Commissioners of the Baltimore City Public
School System which may be outstanding on certain dates; providing for the
interpretation and application of certain provisions of this Act; providing for the
termination of certain provisions of this Act; and generally relating to the debt
authorisation for the Baltimore City Public School System.
