SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2007.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1125 — Blue Ribbon Commission to Study Retiree Health Care
Funding Options.
This bill establishes a Blue Ribbon Commission to Study Retiree Health Care
Funding Options; provides for the membership, chair, principles, duties, and staffing
of the Commission; requires the Department of Budget and Management to provide
the Commission with specified information; requires the Department of Budget and
Management to fund the hiring of more than one actuarial firm and health care
consulting firm by the Commission; and requires the Commission to report to the
Governor and the General Assembly on its findings. Senate Bill 431, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1125. Very truly yours,

Governor House Bill No. 1125 AN ACT concerning Blue Ribbon Commission to Study Retiree Health Care Funding Options FOR the purpose of establishing a Blue Ribbon Commission to Study Retiree Health
Care Funding Options; providing for the membership, chair, principles, duties,
and staffing of the Commission; requiring the Department of Budget and
Management to provide the Commission with certain information; requiring the
Department to fund the hiring of certain consulting firms by the Commission;
requiring the Commission to report to the Governor and the General Assembly
on its findings; authorizing certain funds to be transferred, only for a certain
fiscal year and only as provided in the budget bill, to the Dedicated Purpose
Account to be used for a certain purpose; providing for the termination of this
Act; and generally relating to the establishment of a Blue Ribbon Commission to
Study Retiree Health Care Funding Options. BY adding to - 3773 -
