(2) persons engaged in the retail sale of mercury-added products;
(3) waste collectors;
(4) the environmental community; or and
(5) the healthcare community.
(c) If the Secretary appoints a regulated lobbyist to serve as a member of the
advisory group convened under subsection (b) of this section, the lobbyist is not
subject to the provisions of § 15-504(d)(1) or § 15-703(f)(3)(i) of the State Government
Article.
SECTION 4. AND BE IT FURTHER ENACTED, That Sections 1 and 2 of this
Act shall take effect October 1, 2007.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That, except as provided in
Section 4 of this Act, this Act shall take effect October 1, 2006.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1052 - Tobacco Product Manufacturers - Master Settlement
Agreement - Definitions - Modifications.
This bill makes specified technical changes to specified definitions in a prior
enactment of the General Assembly to conform the enactment to the model statute
provided by the Master Settlement Agreement between the State of Maryland and
specified tobacco manufacturers in the United States.
Senate Bill 797, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 1052.
