meet the funding specified in this section.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That the Coordinating
Council Governor's Office for Children shall report to the General Assembly on or
before December 31 of each year, in accordance with § 2-1246 of the State
Government Article, on the implementation and effectiveness of at-risk youth
delinquency prevention and diversion programs.
SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2006.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 897 - Health Insurance - Contracts of Carriers with Providers,
Ambulatory Surgical Facilities, or Hospitals - Prohibited Provisions.
This bill prohibits carriers from including in contracts with providers, ambulatory
surgical facilities, or hospitals specified terms or conditions relating to
reimbursement rates and reimbursement arrangements; and makes a violation of the
Act an unfair and deceptive practice for purposes of insurance.
Senate Bill 1086, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 897.

FOR the purpose of prohibiting carriers from including in contracts with providers,
ambulatory surgical facilities, or hospitals certain terms or conditions relating
to reimbursement rates and reimbursement arrangements; making a violation
of this Act an unfair and deceptive practice for purposes of insurance; and
generally relating to contracts of carriers with providers, ambulatory surgical
facilities, and hospitals under health insurance.
