ROBERT L. EHRLICH, JR., Governor                           H.B. 870 2-503. (A) AN AT-RISK YOUTH DELINQUENCY PREVENTION AND DIVERSION
PROGRAM MAY BE:
(1) (I) COMMUNITY-BASED;
(2) (II) SCHOOL-BASED;
(3) (III) NEIGHBORHOOD-BASED; OR
(4) (IV) FAITH-BASED; OR AND
(5) (2) NONRESIDENTIAL.
(B)     AT-RISK YOUTH DELINQUENCY PREVENTION AND DIVERSION PROGRAMS
FUNDED UNDER THIS SUBTITLE SHALL BE COORDINATED, MONITORED, AND
SUPPORTED BY LOCAL MANAGEMENT BOARDS. (C)     (1) A LOCAL MANAGEMENT BOARD SHALL APPLY TO THE
COORDINATING COUNCIL FOR LOCAL PROGRAM FUNDS GOVERNOR'S OFFICE FOR
CHILDREN FOR FUNDING FOR THE AT-RISK YOUTH PREVENTION AND DIVERSION
PROGRAM. (2)      BEFORE SUBMITTING AN APPLICATION TO THE COORDINATING
COUNCIL
GOVERNOR'S OFFICE FOR CHILDREN, THE LOCAL MANAGEMENT BOARD
SHALL CONVENE DEMONSTRATE THAT THE LOCAL MANAGEMENT BOARD HAS
CONVENED A LOCAL PLANNING GROUP CONSISTING OF REPRESENTATIVES OF
AGENCIES WHO HAVE EXPERIENCE WORKING WITH AT-RISK YOUTHS AND THEIR
FAMILIES, PARENTS, AND YOUTHS. (3)      THE LOCAL PLANNING GROUP MANAGEMENT BOARD SHALL, AS
PART OF THE PREVENTION ELEMENT OF THE 3-YEAR PLAN: (I) ASSESS ADEQUACY, AVAILABILITY, AND ACCESSIBILITY OF
CURRENT COMMUNITY-BASED SERVICES THAT: 1.       PREVENT AND DIVERT ENTRY AND RE-ENTRY IN THE
JUVENILE SYSTEM; 2.       PROVIDE ALTERNATIVES TO INCARCERATION AND
INSTITUTIONALIZATION; 3.       PREVENT AND DIVERT CRIMINAL BEHAVIOR; AND 4.       INCREASE         PERSONAL         RESPONSIBILITY         AND
SELF-SUFFICIENCY; (II) IDENTIFY UNSERVED NEIGHBORHOODS AND COMMUNITIES
WITH CRITICAL NEEDS AND SIGNIFICANT NUMBERS OF AT-RISK OR DELINQUENT
YOUTHS; AND (III) RECOMMEND PROGRAMS THAT CAN BE ESTABLISHED OR
ENHANCED TO ADDRESS THE UNMET NEEDS OF YOUTHS AND THEIR FAMILIES. - 3739 -
