H.B. 831                                                 VETOES
(1)     The number and demographic characteristics of the State residents
served by the Program; (2)     The types and retail value of prescription drugs accessed through the
Program; (3)     The nature and extent of outreach performed to inform State
residents of the assistance available through the Program; and (4)     The total volume and retail value of each brand name drug, by
manufacturer, accessed through the Program. Chapter 236 of the Acts of 2003, as amended by Chapter 25 of the Acts of 2004 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2003. [Section 15-124.2 of the Health - General Article as enacted by this Act
shall remain effective for a period of 3 years and 1 month and, at the end of June 30,
2006, with no further action required by the General Assembly, § 15-124.2 of the
Health — General Article as enacted by this Act shall be abrogated and of no further
force and effect.] SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 831 — Mortality and Quality Review Committee - Reportable
Incidents of Injury.
This bill renames the Mortality Review Committee to be the Mortality and Quality
Review Committee; requires the Committee to review specified data and make
specified findings and recommendations; requires the Office of Health Care Quality
to provide specified data to the Committee; authorizes the Committee to consult with
experts under specified circumstances; requires the Committee to prepare a specified
report; and requires the Developmental Disabilities Administration to provide a
specified report. Senate Bill 734, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 831. Very truly yours,
