Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 802 — Unemployment Insurance - Special Administrative Expense
Fund.
This bill authorizes use of the money from the Special Administrative Expense Fund
for specified administrative purposes related to the unemployment insurance
program under specified circumstances; alters the circumstances under which the
Secretary of Labor, Licensing, and Regulation is required to direct the State
Treasurer to transfer a balance; and requires the Secretary to submit a report each
year to the Governor and to specified committees of the General Assembly.
Senate Bill 585, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 802.

AN ACT concerning
Unemployment Insurance - Special Administrative Expense Fund
FOR the purpose of authorizing use of the money from the Special Administrative
Expense Fund for certain administrative purposes related to the unemployment
insurance program under certain circumstances; altering the circumstances
under which the Secretary of Labor, Licensing, and Regulation is required to
direct the State Treasurer to transfer a certain balance of the Special
Administrative Expense Fund; requiring the Secretary to submit a certain
report each year to the Governor and to certain committees of the General
Assembly; and generally relating to the use of the Special Administrative
Expense Fund.
