Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 203 - Joint Committee on Access to Mental Health Services -
Membership.
This bill adds a member of the Judicial Proceedings Committee and a member of the
Judiciary Committee to the Joint Committee on Access to Mental Health Services.
Senate Bill 418, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 203.

Joint Committee on Access to Mental Health Services - Membership
FOR the purpose of adding certain members to the Joint Committee on Access to
Mental Health Services; and generally relating to the Joint Committee on
Access to Mental Health Services.

Section 2-10A-05

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Government
2-10A-05.
(a) In this section, "Committee" means the Joint Committee on Access to
Mental Health Services.
(b) There is a Joint Committee on Access to Mental Health Services.
(c) (1) The Committee consists of [eight] TEN members.
