Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 182 — Baltimore City - Special Traffic Enforcement Officers -
Jurisdiction and Requirements.
This bill alters the jurisdiction of special traffic enforcement officers of Baltimore
City; limits the circumstances under which a special traffic enforcement officer in
Baltimore City may exercise specified authority; and requires special traffic
enforcement officers in Baltimore City to take an accredited conflict resolution
training course.
Senate Bill 240, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 182.

AN ACT concerning
Baltimore City - Special Traffic Enforcement Officers - Jurisdiction and
Requirements
FOR the purpose of altering the jurisdiction of special traffic enforcement officers of
Baltimore City; limiting the circumstances under which a special traffic
enforcement officer in Baltimore City may exercise certain authority; requiring
special traffic enforcement officers in Baltimore City to take an accredited
conflict resolution training course; requiring the Police Commissioner of
Baltimore City to keep certain records; and generally relating to the jurisdiction
of special traffic enforcement officers of Baltimore City.
