CREDITABLE SERVICE BEFORE THE EFFECTIVE DATE IN THE AMOUNT OF THE
EMPLOYEES' CREDIT, AS CERTIFIED BY THE CITY OF FROSTBURG AS OF THE
EFFECTIVE DATE.
(B) IF AN EMPLOYEE OR FORMER EMPLOYEE OF THE CITY OF FROSTBURG
BECOMES A MEMBER OF THE EMPLOYEES' PENSION SYSTEM AT ANY TIME AFTER
THE EFFECTIVE DATE, THE EMPLOYEE MAY NOT RECEIVE SERVICE CREDIT FOR
EMPLOYMENT WITH THE CITY OF FROSTBURG BEFORE THE EFFECTIVE DATE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 177 — Baltimore City - Highway User Revenues - Authorized Use.
This bill extends through fiscal year 2010 the authorization for Baltimore City to use
local highway user revenues for students' costs of discounted Maryland Transit
Administration fares for eligible public school students in Baltimore City.
Senate Bill 245, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign House Bill 177.

AN ACT concerning
Baltimore City - Highway User Revenues - Authorized Use
FOR the purpose of extending through a certain fiscal year the authorization for
Baltimore City to use certain local highway user revenues for students' costs of
discounted Maryland Transit Administration fares for eligible public school
students in Baltimore City; and generally relating to the authorized use of
highway user revenues for Baltimore City.
