Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 159 - City of Frostburg Employees - Participation in the Employees'
Pension System.
This bill requires specified employees of the City of Frostburg to participate in the
Employees' Pension System of the State of Maryland as of the date that the City of
Frostburg begins participating in the Employees' Pension System; and provides for
specified employees of the City of Frostburg to receive service credit for specified prior
service.
Senate Bill 185, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 159.

AN ACT concerning
City of Frostburg Employees - Participation in the Employees' Pension
System
FOR the purpose of requiring certain employees of the City of Frostburg to participate
in the Employees' Pension System of the State of Maryland as of a certain date;
providing for certain employees of the City of Frostburg to receive service credit
for certain prior service; providing that certain employees of the City of
Frostburg who become members of the Employees' Pension System after a
certain date may not receive certain service credit; and generally relating to
employees of the City of Frostburg participating in the Employees' Pension
System.
