(e) The Department shall keep a record of the use of military administrative
leave under this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2003. [It shall remain effective for a period of 3 years and, at the end of
June 30, 2006, with no further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 59 - Criminal Law - Crimes of Violence - Child Abuse.
This bill adds the crime of child abuse in the first degree to the list of crimes of
violence for which specified enhanced penalties are applied to specified offenders.
Senate Bill 509, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 59.

AN ACT concerning

FOR the purpose of adding the crime of child abuse in the first degree to the list of
