Ch. 46 2006 LAWS OF MARYLAND
Annuity Bond Fund to the State and Local Facilities Loan Fund and, on approval by
the Board of Public Works, may be expended by the Comptroller only for the following
purposes:
(a) Maryland Correctional Training Center - Housing Unit
Windows/Heating System Replacement. Provide funds to
prepare preliminary plans to replace windows and heating
systems (Washington County)....................................................... 1,300.000
(b) North Branch Correctional Institution - 1024-Cell Housing
Complex and Support Space. Provide funds to construct and
equip the fourth housing unit at the North Branch Correctional
Institution (Allegany County)........................................................ 30.272.000
(c) Patuxent Institution - Electrical Service Upgrade. Provide
funds to upgrade the primary electric power supply and
distribution system at the Patuxent Institution (Howard
County)............................................................................................ 6,545,000
(d) Patuxent Institution - Fire Safety Improvements. Provide
funds to construct and equip fire safety improvements to the DC
Building at the Patuxent Institution (Howard County).............. 7,900.000
(e) Division of Pre-Trial Detention and Services - Property
Acquisition/Demolition. Provide funds for the demolition of
structures on property acquired for the expansion of the
Baltimore City Detention Center (Baltimore City)...................... 3,000,000
(2) The Comptroller shall make any transfers or accounting adjustments
and reconciliations necessary to implement the provisions of this Section.
(3) The funds authorized for projects under the purposes specified in
paragraph (1) of this Section shall be expended before any other State funds
authorized for the projects purposes specified may be expended.
SECTION 4. AND BE IT FURTHER ENACTED, That:
(1) Notwithstanding § 8-125(e) of the State Finance and Procurement
Article, $14,500,000 $16,000,000 in premiums from the sale of State bonds in July
2006 may remain in the State and Local Facilities Loan Fund and, on approval by the
Board of Public Works may be expended only by the Comptroller to provide grants, for
public school construction projects approved by the Interagency Committee on School
Construction, and of up to $4,200,000 for Allegany County, up to $1,500,000 for
Somerset County, and up to $10,300,000 for projects for which the Interagency
Committee on School Construction has allocated contingency funds.
(2) If funds are transferred by approved budget amendment from the
State Reserve Fund to the Board of Public Works to be used by the Comptroller to
provide grants for public school construction projects approved by the Interagency
Committee on School Construction, notwithstanding § 8-125(e) of the State Finance
