Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 849 - Workers' Compensation - Civil Defense Volunteers -
Emergencies.
This bill provides that specified civil defense volunteers are covered employees under
specified circumstances; designates the State as the employer for these covered
employees; repeals specified provisions under workers' compensation law that
exclude workers' compensation coverage for specified volunteers from specified
counties; requires volunteers who are covered employees to meet specified
qualifications; establishes a specified formula for calculating specified benefits; and
defines specified terms. House Bill 1005, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 849. Very truly yours,

Governor Senate Bill No. 849 AN ACT concerning Workers' Compensation - Civil Defense Volunteers - Emergencies FOR the purpose of providing that certain civil defense volunteers are covered
employees under certain circumstances; designating the State as the employer
for these covered employees; repealing certain provisions under workers'
compensation law that exclude workers' compensation coverage for certain
volunteers from certain counties; requiring volunteers who are covered
employees to meet certain qualifications; providing for certain administrative
requirements as a condition of receiving workers' compensation benefits;
establishing a certain formula for calculating certain benefits; defining certain
terms; providing for the application of this Act; and generally relating to covered
employment under workers' compensation law. BY repealing and reenacting, with amendments,
