ROBERT L. EHRLICH, JR., Governor                            S.B. 819 SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, and shall take effect from the date
it is enacted.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 819 — Public Safety - Baltimore City Community College Police -
Law Enforcement Officer. This bill establishes a police force for the Baltimore City Community College; and
includes a member of the police force of the Baltimore City Community College in the
defined term "police officer" in connection with provisions of law relating to the
authority to arrest, and in the defined term "law enforcement officer" in connection
with provisions of law relating to the Maryland Police Training Commission and the
Law Enforcement Officers' Bill of Rights. House Bill 1669, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 819. Very truly yours,
