Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 714 - Education - Residential Boarding Education Programs -
At-Risk Youth.
This bill authorizes the establishment of residential boarding education programs to
be operated under the supervision of the State Department of Education. It requires
the program operator to conduct outreach programs; and requires the Board of
Trustees to submit to the Department on or before July 1 each year information
regarding the program, including the students who participate and budget
information.
House Bill 1432, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 714.

AN ACT concerning
Education - Residential Boarding Education Programs - At-Risk Youth
FOR the purpose of authorizing the establishment of certain residential boarding
education programs to be under the supervision of the State Department of
Education; providing that certain students shall be eligible to participate in
certain programs if the students are certain disadvantaged children, certain
at-risk youth, certain residents, and enrolled in certain grades; authorizing the
Department to contract with certain operators to provide certain programs;
requiring certain operators to meet certain qualifications and adopt certain
standards for the admission and dismissal of certain students; requiring the
operator to conduct certain outreach programs to provide information and
encourage student recruitment and participation from each county in the State;
authorizing the State Board of Education to require certain modifications to
certain standards under certain circumstances; requiring certain operators to
submit certain charters and bylaws to the State Board; requiring the Board of
Trustees of Residential Boarding Education Programs to govern certain
programs; providing for the membership, terms, term limits, and filling of
vacancies of certain boards; requiring the Board of Trustees to determine certain
officers; requiring certain programs to be subject to certain accountability
mandates of the federal No Child Left Behind Act and certain other federal
laws; providing for the payment of certain teachers and certain other
professional personnel at certain programs; requiring the Board of Trustees to
