Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 640 - Revenue Collection - Offsets. This bill authorizes the Comptroller to withhold tax refunds and other payments
owed by the State to specified persons, including vendors doing business with the
federal government, and to pay amounts to an agency of the federal government that
has certified the delinquent nontax liabilities of specified persons. House Bill 448, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign Senate Bill 640. Very truly yours,

Governor Senate Bill No. 640 AN ACT concerning Revenue Collection - Offsets FOR the purpose of authorizing the Comptroller under certain circumstances to
withhold certain tax refunds and other payments owed by the State to certain
persons and to pay certain amounts to an agency of the federal government that
has certified delinquent nontax liabilities of certain persons; providing for
certain procedures relating to certain certifications and withholding of certain
tax refunds and other payments owed by the State; authorizing certain
disclosure of certain tax information under certain circumstances; defining
certain terms; and generally relating to the withholding of State payments. BY repealing and reenacting, with amendments,
