Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 565 - State Board of Dental Examiners - Various Licensing and
Regulatory Requirements.
This bill alters the qualifications for a teacher's license to practice dentistry or dental
hygiene to include part-time faculty members at specified colleges and universities;
establishes qualifications for a limited license to practice dentistry; and alters the
waiver requirements for specified applicants for a limited license to practice dentistry
to repeal a requirement that the applicant pass specified tests given by the State
Board of Dental Examiners.
House Bill 714, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 565.

AN ACT concerning
State Board of Dental Examiners - Various Licensing and Regulatory
Requirements
FOR the purpose of altering the qualifications for a certain teacher's license to
practice dentistry and dental hygiene to include certain part-time faculty
members at certain colleges and universities; establishing qualifications for a
limited license to practice dentistry; altering the waiver requirements for
certain applicants for a certain limited license to repeal a requirement that the
applicant pass certain tests given by the State Board of Dental Examiners;
altering the waiver requirements for applicants for a certain teacher's license if
the Board finds that an applicant holds a certain part-time faculty position at a
certain school; requiring the surrender of a certain teacher's license under
certain circumstances; repealing certain requirements concerning the
administration of a certain examination by the Board; prohibiting a certain
applicant from being licensed; authorizing the Board to set a certain fee;
repealing certain provisions concerning the service of a certain hearing notice in
a certain manner; providing for staggered terms for certain members of the
Board; and generally relating to various licensing and regulatory requirements
for the State Board of Dental Examiners.
