May 26, 2006 The Honorable Thomas V. Mike Miller, Jr.

accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 558. Very truly yours,
Robert L. Ehrlich, Jr.
Governor Senate Bill No. 558 AN ACT concerning Criminal Offenses - Driving Without a License - Arrest and Arrest, Impoundment, and Penalties FOR the purpose of prohibiting a court from staying the entering of judgment and
placing a defendant on probation for a second or subsequent violation of the
offense of driving without a licence; authorising a law enforcement officer who
arrests or issues a citation to an individual for a violation of driving without a
license to immediately impound the vehicle that the individual was operating at
the time of the violation; establishing the conditions under which a vehicle
impounded under certain circumstances may be released; requiring the release
