SECTION INCLUDES THE FOREIGN EARNED INCOME OF AN INDIVIDUAL EARNED AS
AN EMPLOYEE OF THE UNITED STATES OR OF AN AGENCY OF THE UNITED STATES.
(3) THE AMOUNT SUBTRACTED UNDER THIS SECTION:
(I) DOES NOT INCLUDE ANY AMOUNT SUBTRACTED UNDER ANY
OTHER PROVISIONS OF THIS SECTION; AND
(II) MAY NOT EXCEED $3,500 FOR ANY TAXABLE YEAR.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 558 - Criminal Offenses - Driving Without a License - Arrest and
Penalties.
This bill authorizes a police officer to arrest an individual without a warrant for the
violation of driving without a license if the officer has probable cause to believe that
the individual has committed the violation; and alters a penalty.
House Bill 524, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 558.

AN ACT concerning
Criminal Offenses - Driving Without a License - Arrest and Arrest,
Impoundment, and Penalties
FOR the purpose of prohibiting a court from staying the entering of judgment and
placing a defendant on probation for a second or subsequent violation of the
offense of driving without a licence; authorising a law enforcement officer who
arrests or issues a citation to an individual for a violation of driving without a
license to immediately impound the vehicle that the individual was operating at
the time of the violation; establishing the conditions under which a vehicle
impounded under certain circumstances may be released; requiring the release
