SECTION 2. AND BE IT FURTHER ENACTED, That any money in the special
fund erected under in
§ 2-513(e)(2) of the Courts and Judicial Proceedings Article on the
effective date of
this Act may only be used to provide funds to employ law clerks for
each circuit court judge: (1)     the counties and Baltimore City shall continue to reimburse the
Administrative Office of the Courts for all money owed as of June 30, 2006, to the
special fund created under § 2-512(c)(2) of the Courts and Judicial Proceedings
Article as it was in effect on June 30, 2006; and (2)     any money remaining in the fund shall be disbursed as required by §
2-512(c) of the Courts and Judicial Proceedings Article as it was in effect on June 30.
2006. SECTION 3. AND BE IT FURTHER ENACTED. That, notwithstanding Title 2.
Subtitle 6 of the Tax - General Article, if the Administrative Office of the Courts
certifies to the Comptroller that a county or Baltimore City is more than 90 days in
arrears in paying the amounts due under § 2-512(c) of the Courts and Judicial
Proceedings Article as it was in effect on June 30. 2006, or under Section 2 of this Act.
the Comptroller shall withhold from the county income tax otherwise due to be
distributed to the county or Baltimore City and shall pay to the Administrative Office
of the Courts the amount due. SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2006.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 557 - Income Tax - U.S. Government Employees' Foreign Earned
Income.
This bill provides a subtraction modification for specified taxable years under the
Maryland income tax for foreign earned income, as defined, of an individual earned as
an employee of the United States or of an agency of the United States; and limits the
subtraction to $3,500 for any taxable year. House Bill 994, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 557. Very truly yours,
