(3) (4) [Subject to the availability of funding for the Program in the
State budget, the] THE Department shall distribute a grant to the local lead agency
for the Program in each county in an amount equal to the product of:
(i) The annual per child cost multiplied by the number of children
in the county who received services under the Program in the second fiscal year
preceding the year for which the amount is being calculated; and
(ii) 1. .05 for fiscal year 2004;

2. .10 for fiscal year 2005;
|
|
|
|
|
|
|
|
and
|
|
|
|
3. .15 for fiscal year 2006;
|
|
|
|
|
|
|
|
|
|
|
4. .20 for fiscal year 2007 and each succeeding fiscal year.
(i) The Department shall adopt regulations necessary to carry out the
provisions of this section.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 377 - Surplus Lines Insurance - Compliance with Filing
Requirement - Electronic Transmission.
This bill provides that reports, affidavits, and returns required to be filed with regard
to surplus lines insurance are in compliance with the filing requirement if they are
transmitted electronically on or before the filing date in a manner approved by the
Insurance Commissioner.
House Bill 583, which was passed by the General Assembly and allowed to go into
effect without my signature, accomplishes the same purpose. Therefore, it is not
necessary for me to sign Senate Bill 377.
