S.B. 346                                                  VETOES SECTION 2. AND BE IT FURTHER ENACTED, That implementation of the
Prescription Drug Monitoring Program to be established under § 21-2A-02 of the
Health - General Article, as enacted by Section 1 of this Act, is contingent on the
Advisory Board on Prescription Drug Monitoring established under § 21-2A-03 of the
Health - General Article, as enacted by Section 1 of this Act, obtaining some federal
grant money in accordance with regulations adopted under § 21-2A-02(d) of the
Health General Article
federal, private, or State funds to carry out the purposes of
this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That the Prescription Drug
Monitoring Program to be established under § 21-2A-02 of the Health - General
Article, as enacted by Section 1 of this Act, may not collect prescription monitoring
data before June 1, 2007.
SECTION 2. 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2006.

vetoed Senate Bill 346 - Environment - Newspapers - Recycled Content Percentage
Requirement.
This bill alters the method of calculating the recycled content percentage
requirements for newspapers distributed in the State; and alters the method of
calculating the newsprint recycling incentive fee. House Bill 1238, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 346. Very truly yours,
