SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 40 - Talbot County - Dog and Kennel Licenses and Dog Tags. This bill excludes Talbot County from provisions of law relating to dog licenses and
kennel licenses; providing that the fees, terms, and form of dog and kennel licenses in
Talbot County be determined by the County Council of Talbot County; provides that
the requirement for a dog tag in Talbot County may be satisfied by either a metal tag
or a surgically implanted microchip; and excludes Talbot County from a provision of
law specifying requirements for dog tags. House Bill 66, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 40. Very truly yours,
