(4)     identify opportunities for collaboration among military contractors,
local governments, the State, academic institutions, and military departments to
enhance the economic potential of military installations and the economic benefits of
military installations to the State; (5)     review State policies, including funding and legislation, to identify
actions necessary to prepare for the United States Department of Defense Efficient
Facilities Initiative that will begin in 2005; and (6)     research how other jurisdictions have addressed the issues regarding
encroachment and partnership formation. (g) (1) On or before December 31, 2003, the Council shall report its findings
and recommendations to the Governor, and, subject to § 2-1246 of the State
Government Article, to the General Assembly. (2) On or before December 1, 2008, the Council shall issue a final report
of the Council to the Governor, and, in accordance with § 2-1246 of the State
Government Article, to the General Assembly] SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2003. [It shall remain effective for a period of 5 years and 7 months and, at
the end of December 31, 2008, with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and effect.] SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006. Section 1 of this Act shall remain effective for a period of 5 years and 7
months and, at the end of December 31, 2011, with no further action required by the
General Assembly, Section 1 of this Act shall be abrogated and of no further force and
effect. Enacted May 26, 2006.
CHAPTER 635
(House Bill 1724) AN ACT concerning Baltimore County - Sheriff's Office - Collective Bargaining FOR the purpose of authorizing certain full-time deputy sheriffs in the Baltimore
County Sheriff's Office to take certain actions or refrain from taking certain
actions in connection with certain labor organizations and collective bargaining
activities; authorizing certain deputy sheriffs to select a labor organization as
their exclusive representative representation unit: authorizing certain deputy
sheriffs to engage in collective bargaining with the Sheriff of Baltimore County
Administration, or its designee, concerning certain wages and benefits through
a certain representative representation unit; authorizing certain deputy sheriffs
to enter into a collective bargaining agreement through a certain representative - 2930 -
